Job Description and Duties

Support Facilities Section’s mission to maintain departmental structures and property, ensuring compliance with state and federal codes and regulations in order to provide the highest level of safety, service and security to our employees and the public. Under the direction of a Staff Services Manager I, the ABMA is responsible for independently managing the Department's Fuel Tank Program and serve as the liaison with regulatory agencies to ensure departmental compliance with state and county rules and regulations regarding fuel tanks. Develop and submit complete contract packages, including justifications, specific scopes of work, and associated required documents. Process invoices, attend bid walks, pre-construction meetings, on-going construction meetings, project development, oversight and tracking of repair and maintenance projects. Research project costs, provide estimates and quotes, prepare written responses or give presentations requiring strong written and verbal skills. Works with regulatory agencies, including the California Environmental Protection Agency, Air Resources Board, State Water Resources Control Board, local Certified Unified Program Agencies, and local water boards, to monitor and test the tanks to ensure the Department is in compliance with rules and regulations. Compiles, reviews, and inputs data regarding hazardous material regulatory activities, chemical inventories, underground and aboveground storage tanks, hazardous waste generation, inspections, and enforcement actions utilizing the California Environmental Reporting System (CERS). Provides training to commands statewide regarding their CERS hazardous communication and business continuity plan and record administration and retention.

Working Conditions

Travel and overtime may be required.

This position is designated under the Conflict of Interest Code.  The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.  The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Associate Governmental Program Analyst certification list is being utilized to recruit for this position.  Applicants with Associate Governmental Program Analyst certification list eligibility MUST also meet the minimum qualifications for the Associate Business Management Analyst in order to be eligible for an appointment.

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. The SOQ is to be typed, Arial 12 pt. font, and  no more than two pages in length . Each question must be numbered and addressed in the same order as the questions below: 
  1. Describe your experience performing analytical work, analyzing complex issues, research, developing and/or evaluating alternatives, and making recommendations to your supervisor.
  2. Please describe your experience working in a fast paced environment, and the steps you take to ensure your work product is completed accurately and in a timely manner.
  3. Describe how your prior work history has prepared you to work in an environment with a firmly-established chain of command.
