Job Description and Duties

Under the general direction of the Chief Deputy Director, the Budget Officer is responsible for the development and administration of the SCDD’s annual budget. This includes budget application, development, and preparation, as well as administration, maintenance, review, and interpretation of statewide and departmental policies for SCDD Headquarters (HQ) and the 12 regional offices throughout the state of California. The incumbent demonstrates initiative and performs a variety of complex duties and is integral to collaborative decision-making. The Budget Officer serves as a Financial Advisor concerning compliance with all State and Federal budget requirements and generally accepted accounting practices.

Working Conditions

  • This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of, and experience in, the preparation, justification, and analysis of complex governmental budgets, including familiarity with the state budget process and legislative cycles.

  • Experience with FI$Cal (including Hyperion and PeopleSoft) and proficiency in Microsoft Excel, Word, and Outlook.

  • Ability to analyze complex fiscal and operational issues, recommend effective solutions, and communicate recommendations clearly to executive leadership and external stakeholders.

  • Excellent written and verbal communication skills, with the ability to present and defend budget proposals and reports to varied audiences.

  • Strong analytical skills, attention to detail, and ability to apply financial research techniques and statistical methods to support data-driven decision making.

  • Ability to plan, organize, and oversee the work of staff; prioritize workload effectively; and meet multiple, competing deadlines under pressure.

  • Ability to develop and maintain cooperative and effective working relationships with internal teams, other state agencies, and external partners; and adapt to changing priorities in a dynamic environment.

  • Demonstrated initiative and ability to work independently and collaboratively as part of a team.

Statement of Qualifications

  2. Discuss your experience and knowledge in monitoring and analyzing data and preparing budget reports relating to program resources. Please include your experience and expertise in using statewide systems to perform this work.
  3. Provide your experience in preparing technical reports, proposals, memorandums, and letters.
  4. Discuss your experience leading teams to successfully deliver quality assigned products on time and on schedule in a cooperative environment with effective communication.
